These non-Muslims have been engaged in different businesses and resident in the city for 10-15 or 30-40 years. Although they paid haraç (non-Muslim tax) before, the current Venetian consul in the city claimed that they came from Kefalonya and İstendil so according to the ahdname they should be exempt from haraç. The kadı is ordered not to take this into account and allow the tax official to collect non-Muslim haraç from these people.
